That is the Sheikh that stands behind the Imam every year in Taraweeh in Masjid Al Haram. I think he might be a teacher or something. Maybe the imam for zuhr got late or something and they made him lead.
yes i think your correct he does stand behind imams in tarweeh, maybe he was going for umrah and asked in advanced if he could lead the salah as hes in ehraam..Allah knows best

Asalaam alaikum. I dont think he is new, he looks like on of the sheikhs that be directly behind the imams for taraweeh salah.
His name is Abdullah bin Muhammad bin Ubaid.

He looks like Sheikh Mohammad Ayyub who used to be the Imam of Masjid an- Nabawi at some point.
