It is kept empty because the muslims are commanded to pray towards the kaabah and as hateem is a "part of kaabah" so they avoid praying fardh prayer in the hateem. it is permissible but not preferable so they close it so that all muslims can pray toward the kaabah not in the kaabah. :) hope that helps
