Sheikh Shuraim is expected to the Jumuah khutbah and salaah. Allah knows best whether a PhD is required to do the Jumuah khutbah and salaah. Sheikh Ghamdi and Ghazzawi were both appointed as imaams having already completed their PhDs and were not assigned the position of khateeb.
Yes. Sheikh Juhany also achieved Ph. D. on Al-Quranic words. But he has not started Khutbah yet. There is no relation between Ph. D. and Jumuah leading.
