I agree with Brother Zain. Sheikh Ghamdi, Sheikh Sudais, Sheikh Budair, Sheikh Shuraim are amongst Emoional Recites of the Qur'an.
I have yet to hear Sheikh Talib cry though his voice sometimes sound very emotional. But I have heard Sheikh Budair cry a lot.

There is a khutbah during which Sheikh Taalib broke down and was very emotional a few Ramadans back.
