Haramain imams make an announcement straight after Isha salaah the night before...this practice is from the sunnah i.e announcing the time of the prayer beforehand
in addition to praying for rain people need to conserve water. people who make ablution turn the water on full blast. i say this because i went to haj in 2006. i saw in some places people turned on the water full blast. the saudis need to control the water flow in the public restrooms and camps(mina, arafat,muzdalfah).

Why is it that, at the end of the khutba the Imam and everyone change, (inside out) their clothing? the Head scarf (Im sorry i dont know the name of it)and the Cloth (the Bisht i believe)Can someone please tell me why this is done
Changing of the clothes inside out is done in following the way of the prophet (peace be upon him. It's meant to signify optimism of a change of situation i.e drought to its opposite - so just as we are changing the clothes to its opposite, we hope of a channge in the weather stuation from drought to its opposite.
