Regarding who leads what salah, a brother from saudi told me that each imam has duty for a salah. The duties are as follows;
Fajr duty is Sheikh Salih bin Humaids. But he was made chairman/speaker of saudi parliament (Majlis Shura). So most of the time he is in Riyadh capital thats why Sheikh shuraim was given fajr salah. If sheikh shuraim is away then Sheikh ale Talib use to lead fajr but now sheikh Mahir leads it. When ever sheikh Humaid is in mecca he will lead fajr salah.
Zuhar is lead by Sheikh Usama Khayat.
Asr is lead by Sheikh Ale Talib.
Magrib duty is Sheikh Sudais. When he is not around then it use to sheikh ale talib who use to lead it until recently when sheikh mahir use to come and now sheikh faisal gazzawi.
Esha duty was sheikh subails. But do to his age it was given to sheikh talib. When he is not around now adays sheikh khalid gamadi comes.

How is it determined who leads when?
Because a few days ago, someone was not "feeling well" while leading.
So why can't someone else take over for that person?
