and he now leads Jumuah prayer in Masjid Bilal (Madinah).
I think that's the Masjid behind Madinah Oberoi, If I am wrong, please correct me.
He also teaches in Quran in the Haram.

I believe he was appointed as the head of qira'at in Madinah University by Shaykh Bin Baz raheemullah.
I have also heard he has ijaazat in all the 10 qira'at including the weak qira'at.
So he is quite a bit senior to Shaykh al-Juhani and others today!

As salaamu alaykum. Yes, he is the "Shaykh ul-Qurrra" in Madinah al-Munawwarah and Shaykh Juhany was actually a student of Shaykh Ibrahim.
Sheikh Juhany is Sheikh Ibrahim Al-Akhdars Student.
