Yes, the imaam can call iqaamah. The imaam is even allowed to call the adhaan.
Sheikh Shuraim did not say he didn't like it. He said he does not object to it, but at the same time encouraged people to go with their own natural style.

The brother may not necessarily be imitiating Shaykh ash-Shuraym intentionally but he may naturally have the same style.
