I think it's beautiful and metaphoric. People become like water and are then sent out like tributaries. During salat, it becomes a powerful expression, both movement and being still, all in devotion to Allah. They enter into the flow, build the energy in devotion to Allah, and then take their place in the unity of the line of prayer - although the movement is a prayer in itself. Straighten the lines and fill in the gaps until unity is at last effected. It's beautiful.
Yeah I also refer to the Tawaf as the ocean, but an 'OCEAN OF PEOPLE', just like the continuous waves so obediently washing ashore and receding over and over again... Thats how the Tawaf keeps on going, always peolple circumbulating the Holy Kaba.
Angels as well, but a terrific hight above us doing the same around Allah's Majestic ARSH !
